FBO (Food business operators) whose business turnover is greater than Rs 12 Lakhs need to apply for FSSAI license. There are two types of FSSAI license – State FSSAI license and Central FSSAI license. As per FSSAI official regulation, these categories are defined based on turnover of the entity. An FSSAI company would need to apply for state FSSAI license if its turnover is greater than 12 Lakhs but under 20 Crores. Entities having turnover greater than 20 Crores need to apply for central FSSAI license as per latest FSSAI regulations.

Fssai state license
FSSAI state license is a mandatory requirement for a medium sized Food business operator (FBO) in India. As per FSSAI rule, FBO who are involved in manufacturing, export and import of food items in medium scale need to apply for FSSAI state license. To apply for a state license, FSSAI company need to have turnover between 12 lakhs to 20 Crores in a financial year. As per FSSAI official guideline, other requirements to apply for FSSAI state license are –
- Manufacturing units having capacity of 2 MT per day
- Dairy units having flow of 5000 liters per day.
- 3 stars hotels and above
- Replacers, labelers, Canteens and catering units need to apply for FSSAI state license as per latest FSSAI rule.
Documents required for FSSAI food state license
To obtain a FSSAI state license, an FBO must submit following documents along with completely filled application on FSSAI official website-
- Form-B duly complete and signed by signing authority.
- Layout plan of processing units
- List of directors/partners/members of society along with full address and details
- List of equipment and machinery used along with installed capacity
- As per FSSAI rule, list of food category to be manufactured
- Authority latter with name and address of responsible person nominated by the firm.
- Analysis report of water used as ingredient from a recognized laboratory.
- Ownership proof of premise like sale deed or electricity bill.
- Partnership deed/ affidavit of proprietorship
- MOA and AOA for the limited company.
- NOC and copy of License from the manufacturer
- Food safety management system plan
- NOCs from municipal bodies at local level
- Declaration form

FSSAI central license
As per FSSAI guideline, FSSAI central license is a mandatory requirement for large food business operator in India. FSSAI official regulation also mandates every FBO who operates in two different states to register for this license. Those companies having a turnover greater than Rs 20 Crores need to register for FSSAI central license as per fastest FSSAI guideline.
All importers and exporters of food items need to register for FSSAI central license. Validity of this license is for period up to 5 years. Applicant for FSSAI central license need to pay Rs 7500 for application fee on FSSAI official website. This fee is non refundable and is accepted in online payment mode.
Large food business operators need to register for FSSAI central license. Mostly operators in import/export, operating in government enterprise or operating in airport register for this license as per FSSAI requirements. FSSAI approved FBO are hallmark for quality and food safety. There is provision of financial penalty for non compliance as per FSSAI regulation.
