DPCC or Delhi pollution control committee was setup to maintain environmental standards within state. DPCC collects and disseminates information related to air, water and other types of pollution. Delhi pollution control committee lays down standards for pollution and hazardous waste management within state. DPCC has head office in Kashmere Gate, Delhi.

Main functions of DPCC includes-

  1. DPCC acts as central authority within state of Delhi to implement various environmental acts within Delhi. It has supervising as well as statutory powers under the law to do the same.
  2. It is a regulatory body that implements various environmental/pollution laws enacted by parliament.
  3. Advise the Delhi Government on any matter concerning prevention and control of water and air pollution and improvement of the quality of air
  4. Organize awareness among government as well as public regarding environment pollution.
  5. Collect and publish data related to environmental pollution and hazardous waste within state.

In Delhi, industries have been divided into Green, Orange, white or red category. Documents required for consent to establish and consent to establish are different for each category. Documents required for consent to establish for Delhi pollution control committee (DPCC)

Green category

  1. Application form duly filled along with required details.
  2. Consent fee
  3. Undertaking in prescribed format duly signed by applicant
  4. Project report giving details of the unit, proposed capital investment, proposed workers. It should entail manufacturing process in detail along with process flow. Sources of raw material as well as potential sources of pollution should be clearly identified.
  5. Lay out plan clearly mentioning dimensions and direction of the premise.
  6. Proof of possession of premise such as sale deed, allotment letter, lease deed. In case of a rented property, valid rent agreement should be submitted.
  7. PAN card of the industrial unit/proprietor/firm issued by income tax authority.
  8. Original authorization letter except in case of proprietary concern.

Orange Category

  1. Application form duly filled along with required details.
  2. Consent fee
  3. Undertaking in prescribed format duly signed by applicant
  4. Project report giving details of the unit, proposed capital investment, proposed workers. Project report should entail manufacturing process in detail along with process flow. Sources of raw material as well as potential sources of pollution should be clearly identified.
  5. Lay out plan clearly mentioning dimensions and direction of the premise.
  6. Proof of possession of premise such as sale deed, allotment letter, lease deed. In case of a rented property, valid rent agreement should be submitted.
  7. PAN card of the industrial unit/proprietor/firm issued by income tax authority.
  8. Original authorization letter except in case of proprietary concern.

 

Documents required for consent to operate/renewal for Delhi pollution control committee (DPCC)

Green Category

  1. Application form duly filled along with required details.
  2. Consent fee
  3. Undertaking in prescribed format duly signed by applicant
  4. Certificate in original from chartered accountant
  5. Noise monitoring report of DG Set, not more than 6 months old
  6. Proof of CETP membership in the name and address of unit
  7. Copy of latest electricity/power bill for the power supply used by firm
  8. PAN card of the industrial unit/proprietor/firm issued by income tax authority.
  9. Original authorization letter except in case of proprietary concern.

 

Orange Category

  1. Application form duly filled along with required details.
  2. Consent fee
  3. Undertaking in prescribed format duly signed by applicant
  4. Certificate in original from chartered accountant
  5. Noise monitoring report of DG Set, not more than 6 months old
  6. Project report giving details of the unit, proposed capital investment, proposed workers. Project report should entail manufacturing process in detail along with process flow. Sources of raw material as well as potential sources of pollution should be clearly identified.
  7. Lay out plan clearly mentioning dimensions and direction of the premise.
  8. Proof of CETP membership in the name and address of unit
  9. Copy of latest electricity/power bill for the power supply used by firm
  10. PAN card of the industrial unit/proprietor/firm issued by income tax authority.
  11. Original authorization letter except in case of proprietary concern.
  12. Stack monitoring reports, more than 6 months old
  13. Copy of DJB registration/approval
  14. SSI/MSME registration certificate, if applicable
  15. Proof of conformity with Delhi Master plan
  16. Valid license of food safety from Government of Delhi, if applicable
